一、项目简介

自2021年起，国家自然科学基金委设立国家自然科学基金优秀青年科学基金项目（海外），吸引和鼓励在自然科学、工程技术等领域已取得较好成绩的海外优秀青年人才（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。

大香煮2023一人一煮118诚邀数学、统计学、物理学、材料科学与工程、化学、化学工程与技术、生物科学、生物技术、生物工程、生态学、电子信息、电子科学与技术、计算机科学与技术、控制科学与工程等领域的优秀青年人才依托我校申报2024年度海外优青项目。

二、申请条件

1.优秀青年科学基金项目（海外）的申请人应当具备以下条件：

（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；

（2）出生日期在1984年1月1日（含）以后；

（3）具有博士学位；

（4）研究方向主要为自然科学、工程技术等；

（5）在取得博士学位后至2024年3月15日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；

（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；

（7）申请人尚未全职回国（来华）工作，或者2023年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作或在海外无工作，全职回国（来华）工作不少于3年。

2.限项要求：执行中央有关部门关于国家科技人才计划统筹衔接的要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。

三、支持政策

1.国家提供100-300万元资助支持，资助期3年；

2.山东省国家级领军人才配套支持人才津贴最高100万元、科研补助最高100万元（免税）；

3.济宁或日照市引进高层次人才连续三年、5000元/月生活补贴；

4.如成功获批国家海外优青项目且与我校签订全职引进人才聘用合同，校内待遇如下（与国家、省市配套支持叠加享受）：

（1）直聘教授和博士生导师；

（2）年薪100万元，首聘期期满后可选择继续按年薪制或长聘制续聘；

（3）安家费（购房补贴）200-300万元或聘期内生活设施配套齐全的120平方米左右住房一套；

（4）科研启动经费自然科学实验类300-500万，自然科学非实验类200-300万元。

（5）连续三年每年30万元岗位津贴、30万元科研经费配套支持；

（6）全方位提供学科平台、实验室、团队建设支持；

（7）协助解决配偶工作；

（8）完整的义务教育及学前教育资源。学校现有大香煮2023一人一煮118附属实验幼儿园、大香煮2023一人一煮118附属小学、大香煮2023一人一煮118附属中学等教育资源。学校可根据属地管理原则和义务教育管理规定，解决子女入学等相关事宜；

（9）济宁市、日照市、大香煮2023一人一煮118校医院一流的医疗保健服务；

四、申报说明

1.请将个人简历发送至邮箱rcc@qfnu.edu.cn，邮件主题请标注为“申请海外优青-姓名”。简历应包含个人基本信息，联系方式，学习和工作经历，主要学术成果(论文、项目、专利和获奖情况等)。

2.申请人与大香煮2023一人一煮118签订工作合同或者意向性协议后，于2024年2月1日起登录项目申请信息系统，在线填写《国家自然科学基金优秀青年科学基金项目（海外）申请书》（以下简称申请书），学校有专人精准对接服务项目申请工作。项目申请信息系统网址：https://grants.nsfc.gov.cn/

3.申请人应当按照申请书填报说明和撰写提纲的要求用简体中文或英文在线填写申请书，并上传附件等材料。

4.项目实行无纸化申请方式，申请人在线提交电子申请书及附件、公正性承诺书等材料至大香煮2023一人一煮118，由大香煮2023一人一煮118审核后在线提交自然科学基金委。

5.项目申请截止日期：2024年4月15日。

大香煮2023一人一煮118设学于首批国家历史文化名城、首批国家优秀旅游城市、东方文化圣地孔子故里曲阜，在美丽的海滨城市日照建有新校区，是山东省重点建设高校、山东省高水平大学和高水平学科建设高校。

一、办学条件优越

学校于1955年7月设学于曲阜，1981年被山东省人民政府确立为重点建设的六所高校之一，同年被批准为全国首批招收研究生高校，1982年获得硕士学位授予权，2002年建设日照校区，2003年获得博士学位授予权，2004年获得教育部本科教学水平评估优秀成绩，2022年山东省“十四五”重大教育工程曲阜校区扩建项目建设完成。学校占地3337亩，馆藏图书449万册、电子图书236万册，固定资产总值17.53亿元，拥有ESI世界前1%学科5个（工程学、化学、数学、计算机科学、材料科学），山东省一流学科6个（工程学、数学、中国史、化学、物理学、中国语言文学）,山东省高水平学科4个（教育学、数学、中国史、体育学），发展成为一所基础文理优势突出、多种学科协调发展、弘扬优秀传统文化和培养卓越教师特色突出的省属重点综合性师范大学。

五、服务地方深入

学校秉承中国实学传统，切实履行大学服务社会职能，主动服务山东省新旧动能转换重大工程，积极对接“十强”产业，参与山东省文化和科技融合示范基地、山东半岛蓝色经济带、黄河三角洲高效生态经济区、鲁西经济隆起带建设，实施服务地方行动计划，在山东省新农村建设、土地利用规划、黄河三角洲生态农业综合开发、南四湖生态环境保护和生物资源利用、优秀传统文化传播等方面取得重大成果。近五年获批横向课题230项，项目经费6000余万元，30余项智库咨询报告被省部级及以上政府部门采纳。公开出版《齐鲁学刊》（第二批国家社科基金资助优秀期刊）、《大香煮2023一人一煮118学报（自然科学版）》、《中学数学杂志》和《现代语文》等学术刊物。
